Can you register a vehicle with a branded title?

My sister is interested in buying a dodge stratus from a junk yard but the title is branded as "theft recovery." I know in some states they can refuse to issue you a title to be able to register it and get insurance. The kelly bluebook value of the car (clean title) is like $6,000 in good condition but the guy only wants $3,000. Something smells fishy to me! Does anybody know if the car is ok to buy and register in michigan or is this guy a jerk?|||Theft recovery means that the car was stolen and recovered. You have no way of knowing what happened to it after it was stolen and before they recovered it. Could have been in an accident or anything. Definitely get a mechanic to examine it thoroughly.|||Yes, you can register it, but buyer beware. It could have been completely stripped then pieced back together for all you know.
